Derecho de Aguas. Estudio sobre el uso y dominio de las aguas públicas continentales, by Liber Martin, published by Abeledo Perrot, Buenos Aires, 2010

This book deals with the legal regime of water resources ownership and use in Argentina. Starting from a discussion of the main concepts and principles, it dwells on the jurisdiction and territorial competence issues, on special and common water use  under provincial legislation, and on the regime of permits and concessions, amongst other things. Considering that adaptation to changing circumstances (such as climate change) is now a necessity, the book concludes in the sense of the need to build a certain degree of flexibility into the legal framework at the same time maintaining sufficient security of water rights. The analysis carried out in the book also covers the question as to whether a human right to water exists the water legislation of Argentina.
