The policy guidelines proposed in this paper address fundamental factors related to transboundary water governance and climate change adaptation. The central notion is to reinforce water governance capacities as well as the ecosystem-based approach to climate change adaptation policies and measures in river basins across the globe. Accordingly, the guidelines are of prime value to policy-makers, governments, academia, international and national organizations, institutions and civil society groups, who recognize the essential role of ecosystem-based climate change adaptation.
